No one in industry really differentiates MSCS from MCS. There are only a few basic DS courses officially provided. I also think the cost value of GT is the best. Add CN to the list - you are already in electives of MCIT. So I would think OMSCS be my first choice. Also, I see no need to avoid systems courses if this is something you are interested in; they are the cool ones and with a serious PhD you will have an advantage over many OMSCS students because of your studying skills that would at least partially compensate for shortcomings in CS background. For me, Penn's MCIT is the best, since I have a non-STEM background, so I hope that the classes will be gentler for me.
